Texas DPS Credit Union Announces Monique Quarrells as New President and CEO
Texas DPS Credit Union is pleased to announce the appointment of Monique Quarrells as its new President and Chief Executive Officer. Quarrells was appointed by the credit union’s Board of Directors following six years of dedicated service to the organization, most recently serving as Executive Vice President and Chief Operations Officer and as the Interim President and CEO.
Drawing on more than 26 years of experience in the credit union industry, Quarrells brings a proven track record of strategic leadership, operational excellence, member advocacy, and sound financial stewardship to her new role. She holds a bachelor’s degree in Organizational Leadership and is passionate about cultivating strong teams, enhancing member experiences, and advancing the people-first philosophy that defines the credit union movement.
“Mrs. Quarrells has consistently demonstrated exceptional leadership, strategic vision, and a deep commitment to our members and employees,” said David Outon, Chair of the Board of Directors. “The Board is fully confident in her ability to lead the credit union forward while maintaining a strong financial and regulatory position and continuing to deliver the outstanding service our members expect and deserve.”
Throughout her tenure at Texas DPS Credit Union, Quarrells has played a key role in driving operational improvements, enhancing member products and services, and supporting the credit union’s long-term growth and stability. Under her leadership, the organization plans to continue investing in digital banking enhancements, financial education, and expanded member convenience across the state of Texas.

Quarrells recently addressed members during the credit union’s Annual Meeting, where she highlighted the organization’s strong financial performance, continued investment in member-focused technology and services, and commitment to serving generations of DPS employees, retirees, and their families.
