Texas DPS Credit Union is pleased to announce the promotion of Kimberly Ortiz to Assistant Vice President, Director of Operations, expanding her leadership across several key areas of the credit union.

The promotion expands Ortiz’s previous responsibilities as AVP, Retail Operations Manager, to include leadership of the credit union’s lending department alongside operations, the contact center, risk management, and card services. In her expanded role, she will oversee operational performance while identifying opportunities to improve efficiency, strengthen processes, develop employees, and support future growth.

“Kim’s experience, dedication to our members, and commitment to developing her team provide a strong foundation for this expanded role,” said President and CEO Monique Quarrells. “She understands how each of these areas works together to shape the member experience, and she has consistently demonstrated the leadership and accountability needed to move our organization forward. I’m excited to see her build on that foundation and help lead our operations into the next chapter.”

Ortiz brings 30 years of financial services experience to the role, including more than a decade with Texas DPS Credit Union. She joined the credit union in 2015 as Operations Supervisor and later advanced to Operations Manager before being promoted to AVP, Retail Operations Manager in 2025.

As her responsibilities expand, Ortiz will continue coaching and developing employees while working across departments to strengthen the systems and processes that support both employees and members.

“Developing a team and watching my team members grow and expand their knowledge within the credit union, that’s rewarding for me,” Ortiz said. “I am excited to continue our work of providing members an outstanding experience while helping to implement new processes that advance the credit union’s efficiencies and enhance the member experience.”

Ortiz’s promotion reflects Texas DPS Credit Union’s continued investment in strong leadership and operational excellence as the credit union continues to grow.

“Kim understands that strong operations and a strong member experience go hand in hand,” Quarrells said. “She knows our organization, she knows our members, and she cares deeply about the people she leads. As Texas DPS Credit Union continues to evolve, her experience and ability to bring teams together will be incredibly valuable in helping us build for what comes next.”
