Texas DPS Credit Union’s Annual Membership Business Meeting

Election of Directors
An election for three places on the Board of Directors is scheduled for May 2, 2026, in conjunction with the Annual Business Meeting. The Nominating Committee has completed its evaluation of potential candidates for positions on the Texas DPS Credit Union’s Board of Directors in accordance to its bylaws. The committee nominated the members below to serve as directors for a three-year term.
Texas DPS Credit Union bylaws permit other nominations by petition signed by one (1%) percent of members and a maximum of five hundred (500) on a Board approved form. Other requirements include a brief statement of qualifications and signed certificate stating the nominee is agreeable to such nomination and will serve if elected. All required documents must be submitted to the TXDPSCU’s Administration Department by 5:00 PM CST on February 13, 2026. The election will be conducted by electronic or mail ballot only if there exists one or more petition candidates. Bylaws do not allow nominations from the floor at the Annual Business Meeting.

Michael Black currently serves as a member of the Texas DPS Credit Union Board of Directors, having served since 2014, and has been a TXDPSCU member since 1996. He retired from the Texas Department of Public Safety in 2017 after 23 years as a Trooper V – Capital District and was appointed by the Speaker of the House as the Sergeant at Arms for the House of Representatives in 2020. Black is a Navy veteran, having served six years, and remains active in his community as a church deacon and through participation in his church basketball league. |

Kent Radney currently serves as a member of the Texas DPS Credit Union Board of Directors. He was a member of the Texas DPS Credit Union Audit Committee from 2005 to 2010, served on the Board as an Associate Director from 2021 to 2023, and has been a member of TXDPSCU since 1983. Radney retired from the Texas Department of Public Safety in 2014 as a Deputy Assistant Director after a 32-year career with the agency. Following his retirement from DPS, Radney held management roles with the Health and Human Services Commission Office of Inspector General, Allied Universal Security, and served as the Global Security Manager for National Instruments. Most recently, Radney returned to the Texas Department of Public Safety as an RSD Field Operations Supervisor. |

Donna Sauls serves as the Vice Chair of the Texas DPS Credit Union Board of Directors and has been a Board member since 2006. Before joining the Board, Sauls was part of the Audit Committee from 1995–2011 and has been a TXDPSCU member since 1955. Sauls retired from the Texas Department of Public Safety in 2011 after 35 years as Adjutant – Region VII, a role in which she oversaw the regional budget, asset management, purchasing, contracts, and facilities management, while also acting as an interagency liaison. She has served on the Board of the Texas DPS Historical Museum and Research Center since 2004 and currently serves as its President. |
